Change can be great . . . but only if it means great results for those we serve.  In July 2004, at the Excellence in Government conference, entitled Leading When It Matters Most, participants were helped to understand the key factors (from technology to politics) behind transformational success and were inspired--and more importantly, empowered to drive effective government innovation.  Barry Frew participated on a panel discussion with Dr. Natwar Gandhi, CFO of Government of the District of Columbia; and Ira Goldstein, National Director of US Federal Practice with Deloitte.  The panel focused on understanding of issues that drive organizational transformation.
